The server page carries the ruleset already, and the lines on it that are still blank are blank because they are not decided: the summon odds, the server location and the exact multipliers behind the rates.
They are published there, in one dated sheet, before the first summon gate opens. That order matters more than the numbers do. Odds that arrive after the gate cannot be read before you decide whether to pull, which makes publishing them a formality rather than a commitment.
There is no date for this yet. It is fixed by the summon gates being built, and it is announced here when it is.
